Of course Muslims owe their loyalty first to Islam and then to their own country even if it is Muslim majority and a declared Islamic republic. When Islam tells Muslims that they have to love and fear Allah and Prophet Mohammad more than they love their parents, children and entire mankind, one Governor is nothing even if he is a Muslim. What did Hadith say? Not to listen to rulers if they are not following God's law.
Shooting of Punjab's governor, that too because he supported repealing blasphemy law, is not a good news to Pakistan. BBC reports:
Punjab Governor Salman Taseer assassinated in Islamabad
The influential governor of Pakistan's Punjab province, Salman Taseer, has died after being shot by one of his bodyguards in the capital, Islamabad.
Mr Taseer, a senior member of the Pakistan People's Party, was shot when getting into his car at a market.
Interior Minister Rehman Malik said the guard had told police that he killed Mr Taseer because of the governor's opposition to Pakistan's blasphemy law. (One can read the full report from above link.)

Below I am presenting some Hadith from Sahih Bukhari:
"Allah's Apostle said, "By Him in Whose Hands my life is, none of you will have faith till he loves me more than his father and his children." (Bukhari; 1, 2, 14)
The Prophet said "None of you will have faith till he loves me more than his father, his children and all mankind." (Bukhari; 1, 2, 15)
We were with the Prophet and he was holding the hand of 'Umar bin Al-Khattab. 'Umar said to Him, "O Allah's Apostle! You are dearer to me than everything except my own self." The Prophet said, "No, by Him in Whose Hand my soul is, (you will not have complete faith) till I am dearer to you than your own self." Then 'Umar said to him, "However, now, by Allah, you are dearer to me than my own self." The Prophet said, "Now, O 'Umar, (now you are a believer)." (Bukhari; 8, 78, 628)
Allah's Apostle said, "Whoever obeys me, obeys Allah, and whoever disobeys me, disobeys Allah, and whoever obeys the ruler I appoint, obeys me, and whoever disobeys him, disobeys me." (Bukhari; 9, 89, 251)
The Prophet said, "A Muslim has to listen to and obey (the order of his ruler) whether he likes it or not, as long as his orders involve not one in disobedience (to Allah), but if an act of disobedience (to Allah) is imposed one should not listen to it or obey it. (Bukhari; 9, 89, 258)
